On 27 December 2024, the Jiangsu Provincial Department of Ecology and Environment published its notice on the second batch of general industrial solid waste subject to electronic transfer-manifest management (Su Huan Ban [2024] No. 297). The notice states that it implements the newly revised Jiangsu Provincial Regulation on the Prevention and Control of Environmental Pollution by Solid Waste and follows notice Su Huan Ban [2023] No. 327, with the aim of strengthening environmental management of the transfer of general industrial solid waste.
The second batch covers fly ash, furnace slag and flue-gas desulphurisation gypsum from coal-fired (heat) power plants; titanium gypsum; general industrial solid waste co-processed at domestic waste incineration facilities; general industrial solid waste disposed of by the government through administrative substitute disposal; and general industrial solid waste transferred across provincial boundaries. From 1 January 2025, transfers of industrial solid waste from generators to collection, storage, utilisation or disposal units, or from collection and storage units to utilisation or disposal units, must use electronic transfer manifests. Units are to keep waste management ledgers and file declarations through the provincial solid waste management information system.

China's "Law on the Prevention and Control of Environmental Pollution by Solid Waste" is a powerful law requiring all manufacturing plants in China to properly sort, store, recycle, and treat industrial solid waste and hazardous waste. It is the legal foundation of China's distinctive green policy achieving "zero waste imports," and imposes fines of up to RMB 1 million (roughly JPY 20 million) for violations of proper on-site storage standards or for entrusting disposal to unlicensed operators. In addition, representatives of companies that improperly entrust waste disposal face administrative detention of up to 15 days.
