[Regulatory Update] EU PPWR: PFAS restrictions for food-contact packaging apply from 12 August 2026 — moving to concentration-based limits
Source:European Parliament and Council
The PPWR (Regulation (EU) 2025/40) has applied from 12 August 2026, bringing PFAS concentration limits into force for food-contact packaging. Rather than a blanket ban on the intentional addition of PFAS, the rules set concentration thresholds for specific PFAS, the sum of targeted PFAS, and total PFAS.
The European Commission has set out a phased approach to PFAS testing, starting with Total Fluorine and moving on to organofluorine and targeted PFAS as needed.

For food-contact packaging, market access depends not only on the materials themselves but on having testing arrangements in place that can measure and confirm PFAS content. Not just packaging manufacturers but also food and beverage companies that procure packaging will need to manage material specifications, supplier certifications and analytical data; under the PPWR, the practical question is not simply whether PFAS is used, but whether a company can demonstrate which PFAS are present and at what concentration.
