China List of Priority Controlled Chemicals
ENFORCEMENT TIMELINE
Management strengthened progressively since 2023
Overview
China's "List of Priority Controlled Chemicals" is a framework under which the Ministry of Ecology and Environment (MEE) identifies and manages chemical substances posing high risks to the environment and human health, based on the "Regulations on the Environmental Risk Management of Toxic and Hazardous Chemicals." The regulation imposes strict declaration requirements, emission controls, and restrictions at each stage of manufacturing, processing, use, and import. In recent years, alongside revisions to the technical guidelines for chemical substance environmental risk assessment, the addition of covered substances and the tightening of management standards have accelerated, requiring companies across the entire supply chain to determine applicability and report to authorities in a timely manner.
Enforcement Timeline
- Before 2023: Management continued under the existing "List of Priority Controlled Chemicals" (2017 edition and earlier).
- 2024-2025: Based on environmental risk assessments, the criteria for selecting high-risk substances were strengthened, and the substances covered by the list were progressively updated.
- From 2025: Coordination with the chemical substance environmental information declaration system was strengthened, enhancing lifecycle monitoring of specific substances.
- 2026: Stricter obligations are planned for environmental emissions reporting and submission of reduction plans for priority-controlled substances.
Business Impact
Companies operating plants in China need to check whether the chemical substances they use are covered by the list. Failure to register a substance or deficiencies in emissions reporting carry an immediate risk of operational suspension.
