China Comprehensive Management Regulations for Volatile Organic Compound (VOC) Emissions
ENFORCEMENT TIMELINE
Under continuous regulatory strengthening
Overview
China's "Regulations for the Reduction and Management of Volatile Organic Compound (VOC) Emissions" is a comprehensive, national-level regulatory framework aimed at preventing air pollution. It covers major industrial sectors (petrochemicals, coating, packaging and printing, etc.), tightening emission standards, mandating a shift to raw materials with low VOC content in manufacturing processes, and requiring the installation of emissions monitoring systems. Management is required across the entire supply chain from manufacturing through distribution to disposal, and violations carry the risk of administrative penalties or suspension of operations, making proper management essential not only for local production sites but also for importers and exporters.
Enforcement Timeline
- From 2023: Setting of VOC emission reduction targets in key regions and implementation of company-specific emission allowances.
- Q1 2024: Establishment of deadlines for replacing raw fuels with low-VOC alternatives across all industries, and guidance on upgrading existing equipment.
- June 2025: Final expansion of mandatory installation of automated monitoring equipment (CEMS) at covered factories, and completion of connection to the online monitoring network.
- December 31, 2025: Deadline for achieving total VOC reduction targets under the 14th Five-Year Plan, and start of comprehensive compliance audits.

China Standard for Fugitive Volatile Organic Compound Emission Control (GB 37822-2019)
The "Standard for Fugitive Volatile Organic Compound Emission Control" (GB 37822-2019) is a mandatory national standard aimed at preventing air pollution in China. It sets management requirements to prevent fugitive (uncontrolled) emissions of volatile organic compounds (VOCs) across the entire manufacturing, storage, transport, and use process. It applies broadly to manufacturing industries with VOC-emitting processes (e.g., companies with painting, printing, adhesive bonding, cleaning, or surface-treatment processes), and specifies concrete technical requirements including equipment management, sealing, and leak detection and repair (LDAR). It is further implemented in conjunction with the installation of continuous emissions monitoring systems (CEMS) for major emission sources and strict compliance audits by authorities, under China's comprehensive VOC management strengthening policy.
China Guideline for Evaluating the Interior Air Quality of Passenger Vehicles (GB/T 27630, Recommended Standard; Mandatory Upgrade Under Consideration)
This guideline (GB/T 27630) is a national standard setting concentration limits and testing methods for volatile organic compounds (VOCs) and aldehydes/ketones in vehicle cabins. The current standard operates as a recommended (non-mandatory) national standard (GB/T), aimed at improving cabin air quality and protecting passenger health. China's Standardization Administration (SAC) and the Ministry of Industry and Information Technology (MIIT) are currently considering upgrading it to a mandatory national standard (GB).
Business Impact
Companies with production facilities in China must ensure the VOC content of the chemical raw materials they use meets national standards and must maintain management records for their emissions-control equipment.
