ESPR Delegated Act on Ecodesign for Textiles (Pending)
ENFORCEMENT TIMELINE
To be determined (indicative adoption timeline in the Working Plan: 2027)
Overview
The ecodesign delegated act for textiles and apparel is planned under the ESPR (Regulation (EU) 2024/1781). In the Ecodesign for Sustainable Products and Energy Labelling Working Plan 2025–2030 (16 April 2025), textiles/apparel is a priority product, and the indicative timeline for adoption is 2027.
ESPR requirements may cover product performance (such as durability, availability of spare parts and minimum recycled content) and product information (such as carbon or environmental footprint, mainly provided through the Digital Product Passport (DPP)). The specific requirements for textiles are not settled until the delegated act is adopted. Footwear is not included in the working plan; a study on applying the ESPR to footwear is to be completed by the end of 2027.
Enforcement Timeline
April 16, 2025: The European Commission publishes the ESPR and Energy Labelling Working Plan 2025–2030, with textiles/apparel as a priority product and an indicative adoption timeline of 2027 for the delegated act.
2027: Indicative timeline for adoption of the textiles/apparel delegated act (Working Plan).
End of 2027: A study on applying the ESPR to footwear is due to be completed (Working Plan).
Business Impact
The content and timing of the requirements for companies exporting or selling apparel and other textile products in the EU are not settled until the delegated act is adopted. Recital 39 of Directive (EU) 2025/1892 expects binding ESPR requirements for textile and footwear products to regulate, depending on the impact assessment, durability, reusability, reparability, fibre-to-fibre recyclability, mandatory recycled fibre content, substances of concern and the shedding of synthetic fibres. ESPR requirements will also serve as the basis for modulating fees paid to producer responsibility organisations under the textile EPR schemes (Article 22c(5) of that Directive).
