EU REACH Restriction on Lead in Polyvinyl Chloride (PVC)
ENFORCEMENT TIMELINE
Regulation (EU) 2023/923 (full application from November 29, 2024)
Overview
The European Commission adopted Commission Regulation (EU) 2023/923, amending REACH Annex XVII, substantially tightening restrictions on the use and placing on the market of lead and its compounds used as heat stabilizers in polyvinyl chloride (PVC) articles and compounds.
Under the regulation, placing on the market or using PVC articles or compounds containing lead above 0.1% by weight (1,000 ppm) is, in principle, entirely banned within the EU. The aim is to eliminate lead from PVC products such as building materials (window frames, pipes, and sheeting), wire insulation, and everyday goods, and to promote safe recycling in the circular economy. Transitional measures and labeling requirements apply to certain uses of recycled PVC.
Enforcement Timeline
May 8, 2023: The amending Regulation (EU) 2023/923 is published in the Official Journal of the EU.
November 29, 2024: The 0.1% lead restriction enters full application for PVC articles and mixtures.
May 28, 2028: Review deadline for transitional measures applicable to certain recycled-PVC exemptions (such as recovered material used in window frame profiles).
Business Impact
PVC compounders and manufacturers of wire, building materials, and automotive interior components need to complete the substitution of lead-based heat stabilizers (such as lead stearate) with calcium-zinc (Ca-Zn) or organic-based stabilizers, and obtain compliance evidence confirming lead content below 0.1%.
