ISO 14064 Series
ENFORCEMENT TIMELINE
Active (ISO 14064-1:2018 / 14064-2:2019 / 14064-3:2019)
Overview
ISO 14064 establishes internationally recognized requirements and guidance for the quantification, monitoring, reporting, and verification of greenhouse gas emissions and removals.
The standard series supports organizations, projects, and verification bodies in producing reliable and comparable GHG information, providing a methodological foundation for organizational inventories, GHG reduction projects, and independent verification activities.
Within the GRI Global Regulatory Framework, ISO 14064 functions as a foundational international technical standard supporting reliable climate-related measurement and carbon management practices.
ISO 14064 complements reporting and disclosure frameworks by strengthening the technical reliability of GHG-related information used in corporate reporting, regulatory programs, and market mechanisms.
Regulatory Sub-LabelsGlobal Applicability: Global
Classification: International Standard
Status (Publication Status): Active
ISO 14064 is an international standard series developed by the International Organization for Standardization (ISO), setting out principles and requirements for the quantification, reporting, and verification of greenhouse gas (GHG) emissions and removals.
The ISO 14064 series comprises three parts:
- ISO 14064-1: Specification and guidance for the quantification and reporting of GHG emissions and removals at the organization level
- ISO 14064-2: Specification and guidance for the quantification, monitoring, and reporting of GHG emission reductions and removal enhancements at the project level
- ISO 14064-3: Specification and guidance for the validation and verification of GHG statements
The standard provides a globally recognized methodological foundation for reliable GHG measurement, reporting, and verification activities.
Enforcement (Adoption Mechanism): ISO 14064 does not impose legally binding obligations at the international level. Organizations apply the standard voluntarily or through its incorporation into regulatory regimes, carbon programs, verification schemes, corporate reporting practices, and customer or market requirements. Adoption may be driven by government programs, assurance requirements, industry practice, and stakeholder expectations regarding reliable GHG information.
Last Amended (Latest Edition / Revision): ISO 14064-1:2018 / ISO 14064-2:2019 / ISO 14064-3:2019. The ISO 14064 series is maintained through ISO's regular review and revision process. The current version registered in the GRI Global Regulatory Framework is the internationally recognized baseline version for GHG quantification, reporting, and verification.
Governing Organization: International Organization for Standardization (ISO)
Enforcement Timeline
Current Edition / Revision: ISO 14064-1:2018 / ISO 14064-2:2019 / ISO 14064-3:2019
Revision History: Maintained through ISO's regular review and revision process. The current version is the international baseline for GHG quantification, reporting, and verification.
Business Impact
ISO 14064 raises expectations for organizations to establish reliable GHG measurement practices across operations and value chains. Companies may need to improve supplier emissions data collection, establish consistent accounting methodologies, and strengthen the reliability of Scope 1, Scope 2, and related Scope 3 emissions information used in climate strategy and reporting.
ComplianceWhile ISO 14064 does not carry direct legal force, it may become relevant where governments, regulators, carbon market programs, assurance schemes, or industry initiatives reference internationally recognized GHG quantification and verification methodologies. Organizations applying ISO 14064 may need to build internal GHG accounting processes, documentation management, monitoring systems, and verification procedures.
CostImplementation may require investment in GHG data collection systems, emissions accounting methodologies, monitoring processes, verification and assurance activities, and internal climate management capacity. These investments support more reliable emissions information and improved readiness for evolving carbon regulation and disclosure requirements.
Strategic ImplicationISO 14064 supports organizations in establishing a reliable foundation for climate measurement. Its methodology influences corporate carbon management strategy, emissions reduction planning, participation in carbon-related programs, and readiness for climate-related disclosure expectations. Reliable GHG quantification based on an internationally recognized standard can strengthen stakeholder trust and improve strategic decision-making on climate risks and opportunities.
Cross ReferencePrimary Domain: Climate & Carbon Management. Cross Reference Domain: Environmental Information & Sustainability Disclosure. This Cross Reference reflects ISO 14064's role in supporting reliable climate-related information used in sustainability reporting and disclosure frameworks. Its Primary Domain, however, remains Climate & Carbon Management in accordance with the One Primary Parent Principle defined in the approved Global Regulatory Instrument Inventory v0.3.
Architecture PositionWithin the GRI Regulatory Architecture, ISO 14064 is registered as a regulatory framework instrument under the Global Climate & Carbon Management Domain.
ISO 14064 is classified as an International Standard and is not treated as a reporting framework or disclosure mechanism (Gateway Reference: No).
The standard functions as a technical foundation supporting climate measurement, emissions accounting, and verification practices across global environmental governance systems.
Its relationship with disclosure frameworks such as the GHG Protocol and the IFRS Sustainability Disclosure Standards is expressed solely through Cross Reference and does not alter its Primary Domain assignment.
