ENFORCEMENT TIMELINE

In operation since 2001 (latest standard: fiscal 2024 version)

Enforcement: In operation since 2001 (latest standard: fiscal 2024 version)

Overview

Operated by the Japan PC 3R Promotion Association, the PC Green Label System is an environmental design and labeling scheme covering personal computers and display devices. Products that meet a voluntary standard built on three pillars, environmentally conscious design (design for the three Rs and restriction of hazardous substances), an established recycling system, and information disclosure, are permitted to display a conformity mark. The scheme is widely referenced as a green procurement criterion by government agencies, local authorities, and companies, and aligns with the Act on Promoting Green Purchasing.

Enforcement Timeline

2001: The PC Green Label System begins operation.

2011: Restrictions on hazardous substances (designated chemical substances) equivalent to the EU's RoHS Directive are incorporated into the standard.

2020: Energy efficiency criteria are updated in coordination with revisions to the International ENERGY STAR Program.

2024: The latest standard takes effect, strengthening circular economy criteria such as evaluation of recycled plastic use and design for extended product life.

Business Impact

Manufacturers and sellers of PCs and displays can demonstrate their products' environmental credentials externally through product review and registration, qualifying them for green procurement opportunities with government agencies and large corporations. Practical requirements include halogen-free design, restrictions on the content of designated chemical substances such as lead, cadmium, mercury, hexavalent chromium, and PBB/PBDE, and ensuring products can be easily disassembled and recycled.
