Overview
The Act on Promotion of Resource Circulation for Plastics (often called the Plastic Resource Circulation Act or "Plashin-ho") aims to promote plastic resource circulation across the entire lifecycle—from product design, manufacturing, and sales to waste management. It mandates design guidelines for plastic products, obligates specific businesses to reduce single-use plastics, and promotes voluntary collection and recycling systems.

FY2023: Launch of government certification for voluntary collection and recycling schemes.
FY2025: Government review of plastic discharge performance and evaluation of legislative revisions.

Product Manufacturers & Importers: Encouraged to follow the "Plastic Product Design Guidelines", transitioning to alternative materials (paper, wood, bioplastics) or reducing plastic content through lightweighting.
Recycling Schemes: Opportunity to build circular business models by participating in certified voluntary recycling programs with waste disposal law exemptions.
