JP Act on the Promotion of Effective Utilization of Resources — 2026 Amendment
ENFORCEMENT TIMELINE
Enacted April 1, 2026 (Mandatory reporting of recycled resource utilization targets)
Overview
The 2026 amendment package to the Act on the Promotion of Effective Utilization of Resources builds on the existing promotion of the three Rs (reduce, reuse, recycle), establishing a legal framework requiring the use of recycled resources in specified products and design for easy disassembly and sorting. Through the development of category-specific criteria for different product areas, the amendment aims to maximize resource efficiency across the full product life cycle.
Enforcement Timeline
1991: The act is enacted as the Act on Promotion of Effective Utilization of Specified Resources.
2000: The act is amended and renamed the Act on the Promotion of Effective Utilization of Resources, strengthening the three Rs and designating products subject to labeling requirements.
2026 (planned): Mandatory recycled-resource-use targets are extended to additional categories, and the scope of environmentally conscious product design criteria is further expanded.
Business Impact
Manufacturers and importers of designated products, including home appliances, automobiles, PCs, and packaging materials, are required to ensure ease of disassembly and recyclability at the design stage and to meet targets for the use of recycled materials above a certain proportion.
Thorough labeling (such as recycling marks), disclosure of related information, and establishing a voluntary collection system for their own products are practical compliance requirements.
