JP 's GX Taxonomy (Economic Activity Alignment Criteria)
ENFORCEMENT TIMELINE
Trial implementation launched in 2023
Overview
The GX Taxonomy, or transition finance criteria, is a set of alignment standards designed to channel financing toward a steady decarbonization transition in emissions-intensive industries such as steel, chemicals, electric power, and cement, in support of Japan's goal of achieving carbon neutrality by 2050. Unlike the EU's Green Taxonomy, the GX Taxonomy is not limited to fully green technologies; it sets out sector-specific roadmaps that also evaluate investment in transition technologies that reduce emissions in stages.
Enforcement Timeline
May 2021: The Basic Guidelines on Transition Finance are established.
2021 to 2023: Sector-specific roadmaps are developed in sequence for emissions-intensive industries including steel, chemicals, electric power, gas, oil, cement, shipping, aviation, and pulp and paper.
May 2023: With the enactment of the GX Promotion Act, the framework for issuing GX Economic Transition Bonds (on the order of 20 trillion yen) is formally linked to the taxonomy.
From 2024 onward: International expansion continues through initiatives such as the Asia Transition Finance Guidelines, alongside strengthened coordination with the SSBJ disclosure standards.
Business Impact
Manufacturers and financial institutions are expected to demonstrate and disclose that their investment plans and financing, including GX transition bonds and transition loans, are aligned with the government's sector-specific roadmaps.
