[Regulatory Update] EU launches "DIWASS" digital waste-shipment system — rolling out electronic PIC procedures and intra-EU transport

Source:European Commission (EC)
The main provisions of the EU's revised Waste Shipment Regulation took effect on 21 May 2026, alongside the launch of the Digital Waste Shipment System (DIWASS), the EU's central platform for submitting and exchanging waste-shipment information and documentation electronically. From the same date, exports of plastic waste to third countries require PIC procedures. In addition, exports of plastic waste from the EU to non-OECD countries are moving towards a ban, which takes effect from 21 November 2026.

Waste-shipment management is shifting from paper-based procedures to a system built on electronic data exchange and tracking. Companies with manufacturing or sales operations in the EU need to check the processors, transport routes and PIC procedures required for waste such as manufacturing scrap or end-of-life products, and this is especially important for companies exporting waste outside the EU, since the applicable rules vary by waste type and destination — "being DIWASS-ready" should not be treated as a single, uniform requirement. The digitalisation of waste regulation is turning waste management from an "environmental department" matter into a supply-chain data-management issue.
