[Regulatory Update] Alberta's EPR System Enters Final Phase, with Recycling Services Reaching About 97% of Residents
Source:Government of Alberta
Phase 2, the final phase of Alberta's Extended Producer Responsibility (EPR) system, took effect on October 1, 2026. According to the provincial government, the system launched in April 2025 and expanded in stages, including Phase 1.5 in July 2025. Phase 1 covered more than 90% of residents for single-use products and for hazardous and special products. With Phase 2, access to single-use product recycling now extends to about 97% of residents, completing the province's transition to a producer-funded residential recycling system.
The system covers single-use products, packaging and printed paper products (PPP), as well as hazardous and special products, including batteries. The costs of recycling residential products and packaging, which municipalities previously bore, are now covered by producers.
Editor's View
Alberta's EPR was introduced by expanding coverage in stages rather than applying everywhere at once, and Phase 2 marks its final stage. For companies selling packaging, paper products and similar goods in the province, it means that a framework in which producers bear the cost of post-use collection and recycling now reaches about 97% of residents.
