EU Net-Zero Industry Act (NZIA)

ENFORCEMENT TIMELINE

In force since June 2024 (public procurement requirements phased in from 2025)

Enforcement: In force since June 2024 (public procurement requirements phased in from 2025)

Overview

The EU Net-Zero Industry Act (NZIA) aims to strengthen Europe's domestic manufacturing capacity for clean and decarbonization technologies — including solar, wind, batteries, heat pumps, hydrogen, and nuclear — targeting domestic production to meet at least 40% of EU demand by 2030. A key feature is that public procurement and renewable energy auctions must weigh criteria beyond price alone, including environmental sustainability, cybersecurity, and supply chain resilience.

Enforcement Timeline

March 2023: The European Commission publishes its legislative proposal.

May 2024: The Council of the EU and the European Parliament formally adopt the Act.

June 2024: The Act formally enters into force following publication in the Official Journal of the EU.

From mid-2025: Non-price requirements (resilience and environmental criteria) begin phasing into public procurement and auctions.

Business Impact

Companies exporting or deploying renewable energy equipment, batteries, hydrogen-related equipment, and energy-efficient devices to the EU market are required to demonstrate transparency regarding product environmental footprint and supply chain diversification, in addition to price competitiveness. Companies that rely excessively on sourcing from a single country or supplier risk losing eligibility to participate in EU public procurement and auctions, or facing significant scoring disadvantages.
