JP — Amended Energy Conservation Act (Shift to Non-Fossil Energy)
ENFORCEMENT TIMELINE
Enforced April 2023; full-scale non-fossil conversion reporting from FY2025/2026
Overview
Japan's Act on Rationalizing Energy Use and Shifting to Non-Fossil Energy (Energy Conservation Act) underwent a fundamental revision effective April 2023 toward the 2050 carbon neutrality target. This revision shifted the law's focus from limited "rationalization of fossil energy consumption" to promoting "conversion to non-fossil energy (renewables, nuclear, hydrogen/ammonia, etc.)." As a result, energy-intensive businesses above a certain scale are now required to formulate medium- to long-term plans for introducing non-fossil energy and report on progress. Additionally, a new "electricity demand leveling assessment" evaluates demand-response shifts of electricity use toward periods when solar power output is curtailed (e.g., daytime), which has been substantially applied in periodic reporting practice since FY2025–2026.
Enforcement Timeline
April 2023 — Amended Energy Conservation Act takes effect (definition of non-fossil energy, mandatory submission of medium/long-term plans). FY2024 — Submission of the first periodic report under the new standards, covering FY2023 energy use data. FY2025–FY2026 — Interim evaluation of sector-specific non-fossil energy conversion benchmark targets begins in earnest; expanded application of electricity demand leveling incentive evaluation criteria. FY2030 — Deadline for achieving government-designated non-fossil ratio targets and publishing evaluation ratings.
Business Impact
