JP — Designation of PFOA-Related Substances as Class I Specified Chemical Substances under the CSCL
ENFORCEMENT TIMELINE
Full enforcement from January 10, 2025 (excluding certain recovery measures)
Overview
Under the Chemical Substances Control Law (CSCL), the Japanese government is progressively designating isomers or salts of PFOA (perfluorooctanoic acid) and related substances as Class I Specified Chemical Substances, in response to decisions under the Stockholm Convention on Persistent Organic Pollutants (POPs Convention), prohibiting their manufacture, import, and use in principle. While PFOA itself was already banned, regulation has now expanded to cover "PFOA-related substances" (such as perfluorooctyl iodide) that may degrade into PFOA, requiring significant substitution efforts in fluoropolymer processing, water/oil repellents, and anti-reflective coatings for semiconductors.
Enforcement Timeline
October 2021 — Isomers or salts of PFOA designated as Class I Specified Chemical Substances; manufacture and import prohibited in principle. December 2023 — Elimination of PFOA-related substances formally decided at the 11th Conference of the Parties (COP11) to the POPs Convention. July 2024 — Cabinet decision on order amendment designating PFOA-related substances as Class I Specified Chemical Substances and designating products subject to import bans. January 2025 — Full enforcement of the amended order; imports of specified products containing PFOA-related substances (fire extinguishers, water/oil-repellent-treated textiles, etc.) fully banned.
Business Impact
