JP Waste Management Act — Large Generator Plan and Electronic Manifest Mandate
ENFORCEMENT TIMELINE
Electronic manifest use fully mandatory from April 1, 2020; annual submission deadline is June 30
Overview
Under Japan's Waste Management and Public Cleansing Act, businesses that generate large volumes of industrial waste through their operations, known as large generators, are required to prepare and submit a waste reduction and proper treatment plan and to publicly disclose the status of its implementation. Businesses with a business site whose industrial waste generation in the previous fiscal year met certain thresholds, such as 50 tonnes or more, are further legally required to use the electronic manifest system (JWNET), ensuring full traceability and proper treatment.
Enforcement Timeline
April 2001: The requirement for large generators to submit a treatment plan and an implementation status report begins.
May 2010: A legal amendment makes online publication of treatment plans and related reports by prefectural governments mandatory.
April 2020: Mandatory use of the electronic manifest system takes effect for businesses with a business site whose industrial waste generation in the previous fiscal year reached 50 tonnes or more.
As of 2025: Use of the electronic manifest system is now firmly established, and evaluation of waste reduction and resource recovery efforts is being further strengthened as part of the shift toward a circular economy.
Business Impact
Manufacturers and other businesses operating a factory or business site whose industrial waste generation in the previous fiscal year reached 1,000 tonnes or more, or 50 tonnes or more for specially controlled industrial waste, must submit a treatment plan and report to the prefectural governor by June 30 each year. Failing to submit, or submitting a false report, carries an administrative fine of up to 200,000 yen, and public disclosure by the government can significantly damage the company's reputation for compliance. Outsourcing treatment without using the electronic manifest system at a covered business site is a clear legal violation, making thorough internal management systems and coordination with treatment providers essential.
