Philippines Extended Producer Responsibility Act (RA 11898)

The Extended Producer Responsibility Act of the Philippines (Republic Act No. 11898) is a landmark environmental law enacted on 23 July 2022 and entering into force on 13 August 2022. It amended the existing Ecological Solid Waste Management Act (RA 9003) and institutionalised an Extended Producer Responsibility (EPR) system for plastic packaging waste. Administered by the Department of Environment and Natural Resources (DENR), the Act requires large enterprises with total assets of at least PHP 100 million to implement plastic packaging waste collection and recycling programmes. Covered items include sachets, labels, laminates, flexible plastics, rigid plastic containers (bottles and containers), plastic bags, and polystyrene. Companies must meet phased recovery targets either individually or through a Producer Responsibility Organisation (PRO). As of 2026, the nationwide plastic diversion rate has reached 55.98%, substantially exceeding the mandated 40% target. The Act also establishes annual compliance reporting requirements verified by independent third-party audits, together with a system of progressive fines for non-compliant enterprises.

Vietnam Law on Environmental Protection (Resource Circulation and EPR Producer Recycling Obligations)

Vietnam's amended Law on Environmental Protection (LEP 2020; Law No. 72/2020/QH14) entered into full force on 1 January 2022, with detailed implementation set out in Decree No. 08/2022/ND-CP. At its core is the comprehensive introduction of Extended Producer Responsibility (EPR) and circular economy policy. Manufacturers and importers operating in Vietnam are required to collect and recycle products and packaging materials (or make monetary payments to the government's Vietnam Environmental Protection Fund, VEPF), applied under the following phased roadmap: 1. From 1 January 2024: packaging and container materials (paper, plastic, metal, glass) 2. From 1 January 2025: batteries, storage batteries, engine oil, tyres 3. From 1 January 2026: electrical and electronic products, office equipment, household appliances Covered companies must register and report the previous year's distributed weight to the Ministry of Agriculture and Environment (MONRE) by 31 March each year.

Singapore Resource Sustainability Act 2019

Administered by the National Environment Agency (NEA), this is Singapore's core circular economy law. It establishes an Extended Producer Responsibility (EPR) scheme for e-waste, food waste management, and a Mandatory Packaging Reporting system for packaging material usage.

Malaysia Solid Waste and Public Cleansing Management Act 2007 (Act 672)

Administered by the National Solid Waste Management Department (JPSPN), this Act governs general waste management and recycling obligations in designated Federal Territories and participating states in Peninsular Malaysia. Note that major industrial states such as Selangor, Penang, Sabah, and Sarawak apply their own state-level waste legislation, so the applicable jurisdiction must be confirmed for each manufacturing site.

Thailand National Waste Management Framework (Based on the NEQA)

Regulated by the Pollution Control Department (PCD) under the Ministry of Natural Resources and Environment, this is a waste management and circular economy policy framework operated on the basis of the National Environmental Quality Act (NEQA). It implements a Plastics Roadmap among other measures, and preparations are underway toward the future enactment of a Sustainable Packaging Management Act (an EPR law).

English Localization in Progress
